As a not-for-profit cooperative, Tri-County offers our member-owners access to high-quality energy at the lowest practical rates. Rate categories are assigned according to the type of account (residential, commercial) and your energy consumption.

Below is a description of each rate as defined in the cooperative's Rules and Regulations of Service.

  • Residential Service – Rates 10, 11, 20 and 21 (+)
  • Rates 10 and 11 are available in areas served under the Golden Spread Electric Cooperative Purchase Power Agreement (i.e., GS PPA). Rates 20 and 21 are available in areas served under the Southwestern Public Service Purchase Power Agreement (i.e., SPS PPA). Electric service under these rates shall be used for domestic purposes in private residences and separately metered individual apartments when all service is supplied at one point of delivery, and measured through meter, where facilities of adequate capacity and suitable voltage are adjacent to the premises to be served.

    These rates are available exclusively for residences regardless of required transformer capacity. The capacity of individual motors under this schedule shall not exceed ten (10) horsepower without prior Cooperative approval.

    These rates are not available to a residence that is also regularly used for business or commercial services except as permitted herein. The determination of the applicability of this rate is solely at the discretion of Cooperative. Residences that have a granary or workshop that is served from the same meter may be served under this rate so long as no single motor is larger than ten (10) horsepower.

    Member Protective Control Equipment

    Member should install and maintain the devices necessary to adequately protect Member’s equipment and process during periods of abnormal service conditions or the failure of part or all of the service supply. Reverse phase relays, loss of phase relays, circuit breakers, or similar devices, are required for all multi-phase services to protect the installation in case of phase reversal or phase failure.

    The monthly bill will be rendered at the above rate. A late payment penalty of two percent (2.0%) will be added to the monthly bill if not paid within twenty (20) days of the date of mailing.

  • General Service - Rates 12, 13, 22 and 23 (+)
  • Rates 12 and 13 are available to non-residential accounts in areas served under the Golden Spread Electric Cooperative Purchase Power Agreement (i.e., GS PPA). Rates 22 and 23 are available to nonresidential accounts in areas served under the Southwestern Public Service Purchase Power Agreement (i.e., SPS PPA). These accounts must be supplied at one point of delivery and measured through one meter. Domestic water wells, livestock water wells, small agricultural, small businesses and other services which are not residential are examples of accounts that qualify for this rate.

    Not applicable to temporary, breakdown, standby, supplementary, resale, shared service, or to service for which a specific rate schedule is provided.

    Connection to motors in excess of ten (10) horsepower must be approved by Cooperative prior to installation.

  • Irrigation Power Service - Rates 14, 16 and 18 (+)
  • Rates 14, 16 and 18 for Irrigation Power Service are available in all areas served by the Cooperative. Irrigation Power Service is applicable to accounts where Member is using an electric motor to lift ground water for the purpose of irrigation. Minimum motor size of twenty-five (25) horsepower is required to qualify for this rate. Smaller motors shall be served on the appropriate General Service rate. Availability of Irrigation Power Service is subject to Cooperative’s approval.

    Voluntary Load Control Discount

    The following optional discounts are available to irrigation Members who sign up to voluntarily participate in load control prior to the 1st day of April each year.

    Day-of-Week Irrigation (Rate 18)

    The demand charge under this option is $6.00 per kW per On-Peak month. A $2.00 per kilowatt demand discount is available during On-Peak months for volunteering to refrain from operating irrigation equipment one day per week during the On-Peak season. The off-day per week shall be scheduled by Cooperative prior to the On-Peak season. The off-day shall not change without approval of Cooperative and thirty (30) days’ notice to Member.

    Time-of-Day Irrigation (Rate 16)

    The demand charge under this option is $4.50 per kW per On-Peak month. A $3.50 per kilowatt demand discount is available during On-Peak months for volunteering to refrain from operating irrigation equipment during the hours of 10:00 am through 10:00 pm each day of the On-Peak season. Under this rate irrigation shall only be allowed during the hours of 10:00 pm and 10:00 am.

    Once an optional discount is selected, it is locked in for the On-Peak months during the year the selection is made.

    Penalty for Not Complying With Agreement

    Any Member receiving service under one of the discount rates (Rates 320 or 330) that operates in violation of the time limits of such rates shall lose the right to be billed under such rates. Additionally, Member’s bill shall be recalculated and billed at the original rate (310) for the entire year. Further, such Member shall not be allowed to participate under any discount rate (320 or 330) without specific approval by the Board of Trustees.

    Minimum Charge

    The minimum annual charge for rates 14, 16, and 18 shall be the demand and energy charge or an amount equivalent to $12.00 per connected horsepower (nameplate rating), whichever is greater.

    Determination of Billing Demand

    The billing demand shall be the maximum demand (kW) established by Member for any period of fifteen (15) consecutive minutes during the billing months of July, August and September, as indicated or recorded by the demand meter and adjusted for power factor as indicated below.

    Terms of Payment

    The monthly bill shall be rendered at the above rate. A late payment penalty of two percent (2.0%) shall be added to the monthly bill if not paid within twenty (20) days after the date of mailing. 

  • Oil Well Service - Rates 30 and 31 (+)
  • Rates 30 and 31 for Oil Well Service are available in all areas served by Cooperative. These accounts must be supplied at one point of delivery and measured through one meter. Oil wells, pipeline pumping, salt water pumps, transfer pumps, oil circulating pumps, and any other motor device designed specifically for moving oil fluid or fluid movement for the production of oil or gas products are examples of accounts that qualify for this rate.

    Determination of Horsepower
    The horsepower, for billing purposes, shall be the greater of:

    • ten (10) horsepower;
    • the motor manufacturer’s nameplate rating of horsepower output; or
    • if the Cooperative elects, the horsepower determined by actual measurement of power input during a period of maximum normal use

    Minimum Monthly Charge
    The minimum monthly charge shall be the Service Availability Charge plus the Horsepower Charge, but not less than:

    Rate 30 - Single-phase $60.00 per month
    Rate 31 - Three-phase $67.50 per month

    Service Provisions
    The delivery point shall be the metering point unless otherwise specified in a Facilities Extension Agreement.  All wiring, underground or pole lines, and other electric equipment on the load side of the delivery point shall be owned and maintained by Member.

  • Large Power Service – Rates 32 and 33 (+)
  • Rates 32 and 33 for Large Power Service are available in all areas served by the Cooperative. These accounts must be supplied at one point of delivery and measured through one meter. Large Power Service accounts shall require an installed transformer capacity of 50 kVA or greater. Cooperative reserves the right to group services from one transformer or bank of transformers and allocate the total transformer capacity based on each account’s requirements. Availability of Large Power Service is subject to Cooperative’s approval.

    Determination of Billing Demand
    The billing demand shall be the maximum demand (kW) established by Member for any period of fifteen (15) consecutive minutes during the month for which the bill is rendered as indicated or recorded by the demand meter and adjusted for power factor as provided below.  However, in computing charges for electric service under this rate, no bill for any month shall be based on less than sixty-five percent (65%) of the highest maximum demand established during the previous billing months of May through September.

    Minimum Charge
    The minimum monthly charge shall be the higher of the following:

    • The Service Availability Charge plus the Demand Charge; or
    • A charge of $2.25 per kVA of installed transformer capacity.

    Primary Service Discount – Rate 32

    A discount of four percent (4%) shall be allowed for power delivered to Member at primary voltage when the following conditions are met:

    • Member takes service at Cooperative’s available primary line voltage; and
    • Member installs, owns or leases, operates, and maintains all equipment on Member’s side of the point of delivery. The point of delivery shall be the point of attachment to Cooperative’s primary line.

    The discount applies only to the demand and energy components of the rate.

    When these conditions are met and Cooperative chooses to meter on the load side of Member’s transformers, the kWh billed shall be increased by the amount of the transformer losses computed as one
    percent (1%) of the total kVA rating of Member’s transformers times 730 hours.

    When Cooperative chooses to meter on the primary side and owns the transformers, no discount shall be given and the account shall be billed under Rate 32.

    Billing Adjustments

  • Industrial Service – Rates 45, 46 and 47 (+)
  • Rates 45-Distribution Secondary, 46-Distribution Primary and 47-Transmission Voltage for Industrial Power Service are available in all areas served by the Cooperative. These accounts must be supplied at one point of delivery and measured through one meter. Industrial Power Service is applicable to individual accounts having a capacity requirement of a minimum of 300 kilowatts (kW). Industrial Power Service shall be at one location and through one meter. Member may be required to sign a contract for service that matches the expected life of the facilities as determined by Cooperative. Availability of Industrial Power Service is subject to Cooperative’s approval.

    Determination of Non-Coincident Demand
    Member’s Maximum Non-Coincident Demand shall be the maximum rate at which energy is used for any period of fifteen (15) consecutive minutes of the month for which the bill is rendered as shown by Cooperative’s demand (kW) meter.

    Determination of Non-Coincident Billing Demand
    Non-Coincident Billing Demand shall be the Maximum Non-Coincident Demand as determined above and corrected for power factor. The Non-Coincident Billing Demand shall not be considered as less than one hundred percent (100%) of the highest Non-Coincident Billing Demand determined during the previous twelve (12) months ending with the current month. No Non-Coincident Billing Demand shall be less than 300 kW.

    Determination of Coincident Demand
    Member’s Coincident Demand shall be the Maximum Demand coincident with Cooperative’s wholesale power supplier.

    Determination of Coincident Billing Demand
    Coincident Billing Demand shall be the Coincident Demand as determined above and corrected for power factor except it shall not be less than sixty-five percent (65%) of the highest Coincident Billing Demand during the previous twelve (12) months ending with the current month.

    Billing Adjustments

    Terms of Payment

    Service Conditions
    Member requiring standby service must establish a contract demand (kW) in an amount equal to the total installed generation capacity or 300 kW, whichever is greater.  The contract demand will be automatically increased to the greatest Maximum Demand established by Member during the contract period.

  • Security Lighting Service – Rate 76 (+)
  • Security light service is available in all areas.  Security light service is available to all Members for dusk-to-dawn illumination of outdoor areas in close proximity to existing overhead distribution or service facilities with adequate capacity and suitable voltage.

    Conditions of Service
    Security lights operate from approximately one-half hour after sunset to approximately one-half hour before sunrise.

    The monthly charge per type of light shall be increased or decreased based on the kWh usage type of light as listed in this rate.

    Member shall be responsible for reporting any security light that is not working properly.  Cooperative will make repairs during regular working hours within a reasonable time.

    When Member designates the location for a security light, Member shall hold Cooperative harmless for any damages due to any excavating.

    Normal construction for security lighting service uses overhead construction.  Any Member desiring an underground electrical service to security lighting shall pay the costs above those estimated for overhead electrical service.  Cooperative will not install or maintain outdoor lighting purchased by the Member.

    Power Cost Adjustment
    The Power Cost Adjustment (PCA-1) shall be applied based on:

    Conditions of Service
    Public Street Lighting Service lights operate from approximately one-half hour after sunset to approximately one-half hour before sunrise.

    Cooperative will install, own, operate, and maintain the street lighting system.  If, for any reason, Cooperative is unable to continue service of particular equipment, such equipment, at the option of City, will be removed or replaced by Cooperative with currently available equipment.  If replaced, the City will pay the appropriate rate for new equipment.

    The monthly charge per type of light shall be increased or decreased based on the kWh usage type of light as listed in this rate.

    The foregoing rates include the furnishing by Cooperative of the electric energy necessary to operate the street lighting system, the replacement of lamps, and normal maintenance of fixtures, wires, transformers and all other component parts of the street lighting systems as such becomes necessary.

    In the event maintenance (i.e., lamp and glassware replacements) becomes excessive due to vandalism or similar causes, Cooperative will notify City and City will exert whatever means at its disposal to reduce the cause of the additional maintenance.  If such vandalism persists, Cooperative reserves the right to remove street lights.

    Street lighting may be available as underground service if deemed feasible solely at the determination of Cooperative.

    Terms of Payment
    The monthly bill will be rendered at the above rate.  A late payment penalty of two percent (2.0%) will be added to the monthly bill if not paid within twenty (20) days of the date of mailing.

  • Power Cost Adjustment – PCA-1 (+)
  • The rates (except accounts on Rate Schedules 610, 620 and 630 and any special agreements) shall be increased or decreased by the amount, in cents or fraction thereof, by which the average cost of power per kilowatt-hour (kWh) purchased was paid to wholesale suppliers by Cooperative during the previous month exceeds or is less than 2.50 cents per kWh.  The power cost adjustment (PCA) shall be calculated in accordance with the following formula:

    = Power cost adjustment to be made per kilowatt-hour (kWh) billed.

    A

    = The amount (in cents, or fraction thereof) by which the average cost of power per kWh purchased (excluding accounts on Industrial Power Service rates and any special contracts) was paid to wholesale suppliers of power by Cooperative during the previous month preceding the end of the billing period for which kilowatt-hour (kWh) usage billed exceeds or is less than 2.50 cents per kilowatt-hour (kWh).

    B

    = The average percentage of power losses expressed decimally for the twelve (12) months (excluding accounts on Industrial Power Service rates and any special contracts) ending with the previous month.

    C

    = An amount in cents per kilowatt-hour (kWh) sold, or fraction thereof, which reflects the periodic over or under recovery of power cost adjustment revenue from previous periods that the Cooperative is entitled to recover under this section.

    Circumstances beyond the control of Cooperative may arise that prevent the calculation of the adjustment for the cost of purchased power before the first billing of the month.  In those instances, Cooperative will use the adjustment from the prior month’s cost of purchased power for all of the current month’s billings.  A calculation will be made the following month to the adjustment for the cost of purchased power to correct the previous month’s billings.

Miscellaneous Service Charges

  • Account History Charge (+)
  • An Account History Charge is made each time a Member requests and Cooperative provides a billing, usage history, and/or analysis in excess of data for the latest thirteen (13) months.  Charges shall be equal to Cooperative’s labor, material, and overhead and data processing expenses for processing the request or fifty dollars ($50.00), whichever is greater.

  • After-Hours Connection Charge (+)
  • An After-Hours Connection Charge is made when Member requests that a new connect be made outside regular working hours.  Outside regular working hours shall be between 5:00 pm and 8:00 am Monday through Friday or anytime on Saturday, Sunday or holiday observed by Cooperative.  The after-hours connection charge shall be one hundred dollars ($100.00) per trip made outside regular hours.

  • After-Hours Reconnect Charge (+)
  • An After-Hours Reconnect Charge is made when Member requests an after regular hours reconnection of electric service after having been disconnected due to a delinquent account.  Outside regular working hours shall be between 5:00 pm and 8:00 am Monday through Friday or anytime on Saturday, Sunday or holiday observed by Cooperative.  The after-hours connection charge shall be one hundred dollars ($100.00) per trip made outside regular hours.

  • Clearance for House, Structure or Equipment Moving (+)
  • When a house, structure, or equipment is to be moved along roadways over which Cooperative’s electric wires are strung, Cooperative shall be advised of the route a minimum of forty-eight (48) hours in advance.

    Under no circumstances shall anyone other than authorized employees or agents of Cooperative remove, cut, raise, or handle any electric wires.

    The actual cost of checking route, removing, raising, lowering, cutting, or otherwise handling electric wires or other equipment shall be paid by the party moving the house, structure, or equipment.  An estimated cost may be collected in advance if Cooperative does not have an existing relationship with the party moving the house, structure, or equipment; or if the party moving the house, structure, or equipment has failed to pay on a previous move.

  • Disconnect Charge (+)
  • A Disconnect Charge of fifty dollars ($50.00) shall be assessed when an account becomes subject to disconnection of service because of non-payment whether the Cooperative has taken action or not.

  • Insufficient Funds Charge (+)
  • An Insufficient Funds Charge is made when Member’s check or other negotiable instrument has been dishonored and returned to Cooperative.  Insufficient Funds Charge shall be thirty dollars ($30.00) per check.

  • Metering Testing Fee (+)
  • A Meter Testing Fee of fifty dollars ($50.00) shall be collected upon a request by Member that a meter be tested. A fee of one hundred dollars ($100.00) shall be charged for each additional test requested for that meter within the next twenty-four (24) months. The Meter Testing Fee shall be collected in advance of the test. Any fee charged will be refunded if meter is found to be in error in an amount of plus or minus two percent (±2.0%)

  • Multi-Residences served by a Single Meter (+)
  • Where two (2) or more existing residences are served through one meter, a miscellaneous charge equal to one and half (1½) times the Service Availability Charge shall be added to the monthly bill for each additional residence. The Service Availability Charge used to determine the miscellaneous charge shall be the residential rate.

  • Pole Attachment Fee (+)
  • Pole Attachment Fee shall be twelve dollars ($12.00) per year per attachment. Pole Attachment Fee shall be billed in arrears in December of each year.

  • Providing Temporary Clearance (+)
  • If a water well, equipment, elevator or other facility requires temporary clearance from electric lines for repair or construction, Cooperative shall be advised of the need for providing clearance of wires a minimum of forty-eight (48) hours in advance.

    Under no circumstances shall anyone other than authorized employees or agents of Cooperative remove, cut, raise, or handle any electric wires.

    The actual cost of removing, raising, lowering, cutting or otherwise handling electric wires or other equipment shall be paid by the party requesting the temporary clearance. An estimated cost may be collected in advance if Cooperative does not have an existing relationship with the party requesting the temporary clearance; or if the party requesting the temporary clearance has failed to pay on a previous clearance.

  • Reconnect Charge (+)
  • Reconnection Charge is made when Member requests reconnection of electric service after having been disconnected due to a delinquent account. The reconnection charge shall be fifty dollars ($50.00) per trip between 8:00 am and 5:00 pm Monday through Friday except on holidays observed by Cooperative.

  • Relocation of Facilities Charge (+)
  • Relocation of Facilities Charge is made when Member requests the relocation of facilities for Member’s benefit or convenience. Relocation of Facilities Charge shall be the estimated cost of the relocation. One-hundred percent (100%) of the Relocation of Facilities Charge shall be paid in advance.

  • Restoration of Tampered Service Charge (+)
  • Restoration of Tampered Service Charge is applied to any Member who has tampered with the meter installed on Member’s premises, or has prevented, by any means, energy, and/or capacity from being recorded by the meter.

    The Restoration of Tampered Service Charge shall be fifty dollars ($50.00) during regular working hours and one hundred dollars ($100.00) at any other time. In addition, Member shall pay expenses for damage, replacement, destruction of, or misuse of Cooperative equipment, plus the appropriate rate for energy and/or capacity not recorded by the meter. Additionally, Member may be required to pay an additional Security Deposit.

  • Temporary Disconnect Charge (+)
  • Temporary Disconnect Charge shall be five (5) times the Service Availability Charge. The Temporary Disconnect Charge applies to accounts where the same Member reconnects an account at the same location that has been disconnected for less than twelve (12) months.

Factors Affecting Your Rate

The price of electricity is determined by several factors, including power generation, the necessary upkeep of our system and regulatory actions by the state and federal governments.

The electricity distributed by Tri-County Electric is generated and supplied by two wholesale power suppliers: Golden Spread Electric Cooperative and Xcel Energy.

Golden Spread Electric is itself a cooperative. But rather than having individual people as memberowners, it is collectively owned by 16 electric cooperatives, including Tri-County Electric. Golden Spread owns all or part of five power plants across the region.

Xcel Energy is an investor-owned utility based in Minnesota that provided service to many of our current members until 2006 when Tri-County Electric purchased Xcel Energy’s service area in Kansas, Oklahoma, and small portion of Texas. Xcel Energy still maintains significant operations throughout the Texas Panhandle, including Amarillo and Lubbock.

Costs associated with generating and transmitting energy:

  • Fuel: Our electricity is generated using a combination of natural gas combustion and advanced clean coal technology. The cost of these fuels comprises a significant part of your bill.
  • Generation and transmission infrastructure: Proper maintenance of the electricity generation facilities, wires and poles is of paramount importance for safety and environmental responsibility. It is another cost that is added to the cost of power, but because Golden Spread is a cooperative, these costs are shared across 16 systems.
  • Demand: Very high levels of demand during peak times - such as the hottest days of summer -- can lead to an increase in the cost of power. Using reasonable amounts of electricity during these times can help to reduce the demand on the system.

Costs of bringing electricity to your home or business:

  • Distribution infrastructure: Upkeep of Tri-County Electric's lines and meters is a large ongoing cost. We work daily to manage this cost through constant monitoring of our system and preventive maintenance.
  • Business operations: Professionals at Tri-County oversee the daily business of our utility, including billing, accounting and customer service.
  • Catastrophic system damage: Natural disasters can be an unpredictable and unavoidable expense. Storms can devastate an electrical system, and repairs can be very costly.

Regulation:

  • Tri-County Electric is subject to state and local laws.
  • On the federal level, we comply with federal statutes.
